Sheriff David Goad is Chairman of GPA's Board of Directors and GPA Chief of Investigations. He was 4-term elected Sheriff of Allegany County, MD. The 67th President of the National Sheriffs' Association (NSA), he has served as the Chair of the NSA Cybersecurity & Crime Work Group from its inception in 2017 to the present. Sheriff Goad is a graduate of the National Sheriffs’ Institute, the Rural Executive Management Institute, National Institute of Correctional Management, and DOJ Instructor’s Training School. Sheriff Goad is also a June 1997 graduate of the FBI National Academy on Leadership and Management, 189th Session.

Chief Jerold Wright, CEO, has an extensive background in law enforcement, law enforcement software, and technology incubation. During his law enforcement career, he served as a patrol officer with the Goose Creek, SC Police Department, a Deputy Sheriff in the Berkeley County, SC Sheriff’s Office (Narcotics Enforcement, K9 Division and SWAT Team), as Chief of Police for the Bonneau, SC Police Department from 2000 to 2005, and attended the FBI Command College..

Ignatius "Buck" Liberto is GPA Chief Operating Officer-Cybersecurity & Technology. Buck Liberto is a seasoned and experienced strategic thinker and executive leader with more than three decades of experience in the U.S. Military and private sector with expertise in leading change, resource management, training and education, and mentoring. He is a member of the Tulane University faculty, which he joined in 2021, and where he lectures on Cybersecurity, Cybercrimes, Cyber National Security, and related subjects.
Previously, at the U.S. Department of Energy, Mr. Liberto served as Director of Cybersecurity Compliance and Oversight with the DOE’s Office of the Chief Information Officer, and as the DOE’s enterprise Authorizing Official Designated Representative.
Before joining DOE, Ignatius was a Department of Defense (DOD) Civilian with Joint Force Headquarters - Department of Defense Information Network (JFHQ-DODIN), where he executed global Command and Control of DODIN operations and defensive cyberspace operations (DCO).
Before JFHQ-DODIN, he served for 30 years as a U.S. Marine Corps Infantry, Force Reconnaissance, and Joint Qualified Officer where he commanded and led numerous diverse Marine, joint, and multi-national organizations at increasing echelons of authority and responsibility during a myriad of world-wide deployments and combat operations.
He is a Graduate of Tulane University, with a Bachelor of Arts in History. In 2011, he earned a Master Certificate from Villanova University in Applied Program Management. In 2021, he earned both his Master of Science Degree in Cybersecurity Management and a Master Certificate in Cyber Defense from Tulane University and was inducted into the Order of the Sword and Shield, the National Information Technology Honor Society. In 2022, he was credentialed as a Certified Information Security Manager (CISM).

Dennis Kelly, Esq. is EVP, Secretary & General Counsel of GPA. An International Business Lawyer and NSA Life Member, he has served as Vice Chair of the NSA Cybersecurity & Crime Work Group since 2017. A Goldman Sachs Fellow at Harvard Business School, he served as Management Director & General Counsel of a Goldman-Sachs funded Telecom Firm, and is a Member of the Harvard Business School Foundry. He also served as Invited Subject Matter Expert on Global South-South Cybersecurity Collaboration for the 2022 Paris Peace Forum, held in Paris.
